It's a electronic rev meter/tachometer (my dictionary is telling me that tachometer can mean both speedo OR rev meter, well it's NOT a speedo :-) build for twins and thumpers with ranges up to 8000rpms.
I bought it in a small shop nearby, but unfortunately that shop has ceased to exist and I haven't seen it anywhere else, manufacturer seems to be called "Yih Tyan" but I haven't found anything useful about that company on the web.
